Japan, China agree to promote rare metal dialog

Japanese and Chinese governments have agreed to promote bilateral dialog on rare metals, an official of Japan's Ministry of Economy, Trade and Industry said on Friday.

Officials of China's National Reform and Development Commission that outlines the country's industry development visited Japan this week along with Chinese premier Wen Jiabao. On Wednesday, NRDC chairman Ma Kai and Japan's Minister of Economy, Trade and Industry Akira Amari met in Tokyo to discuss energy and natural resources issues.
Amari has suggested strengthening bilateral initiatives to promote trade of rare metals and technologies for their applications, and Ma said he would like to see collaboration in the technology development front, according to the official.

The ministers have not identified which metals are included in the rare metals. For the Japanese, they are namely rare earth, tungsten, indium and strontium whose deposits are in China, the official said.

The ministers did not elaborate further on how the two governments can collaborate on rare metal issues, he added.

The official also told Platts that the METI when in contact with China's NDRC, Ministry of Commerce and other government functions, have raised concerns that China needs to be more transparent about its metal export system.

"The policy changes on export tax rebate, export tax and the quota system...surprise the industries...we are not saying this is against the WTO rule, but are suggesting them that they need to be more considerate," the official said.
